Why? Because if you can build without claim, the server has to save your edition. Because normally, the server has just to copy the chunk saved, no memory is usée. And if all player build and if the server has tout save all this edition, the game risk to shut down.

I think the problem whit this is that new players cant get all the blocks

New players can still collect all the blocks from the different areas it just doesn't remove them from the terrain when they are dug
