FF considered a house shuffle/sort at one point, but enough people said no (because of impact to proximity to builds) that he shelved the idea. But as Moniq said, currently, it's not available.

Reordering houses in the village based on player activity is something I've been thinking about for quite some time. As Hummm wrote it does lead to problems when players are attached to builds near them. That's a big enough blocker to not currently work on this.
