@Hummm: you can't send private or friend chat to non-friends because you get disconnected, that's what I experienced first-hand on two streams. If I allow sending those chats, spammers will have the best days of their lives.
@FF: we're not talking about the current state of the software :P ... my experience is people that don't want to listen, don't want to talk either, thus won't "break the silence"
