Paid to increase a building's size capacity while I was working on it... I didn't get the 8 extra blocks, but, I did get the increase for my house. I rebooted the game to see if I got it... I didn't. So, the building I'm working on gets 48 blocks... my house gets 54 blocks. Is that the way it should be?

Yes; claimed land always has the maximal height of about 60 blocks. Your house did get upgraded though – if you got the announcement in-game, you got the upgrade.
