You'd need to have a lottery winner badge or higher (donator, wonder builder). You can get the lottery winner badge on the livestream lottery, or pay 33$ for the donator badge or build a wonder.

Hm, I do be a donator, but for some reason.... I am literally completely unable to tame wolves
1) equip pet snack 2) dismount from ride 3) approach wolf 4) click mouse once (tap screen on mobile) 5) enjoy your new pet
