You can claim any land you want. If you want to claim a mountain and build a castle on top, go ahead! You could also claim land near water and make a marina. It's all up to you! Claiming land allows you to build there and show off your skills to your friends (and others)!

As of where is good for claiming land there are advantages and disadvantages to each location. You can use claimed land as a bookmark, as well as to build a nice fortress in high level land. However it is difficult to build if you are swarmed with monsters. Putting claimed land near the village makes it easier for others to stumble upon, which you may consider good if you like random visitors. It also means no tough monsters disrupting your ability to build what you want.

Oh I forgot to mention, you probably should avoid buiding all the way up to the edge of your claim if you go into an area with rock throwing monsters that leave terrain alteration. While they won't damage your building, if it is right on the edge of your claim, they can deposit terrain in front of your door.
