It's still there! But maybe the random selection is being a bit unfair towards the owl. Since you're here, can you take a look at the latest Angeldust Creator Kit update that documents NPCs: https://angeldu.st/en/forums/topics/9179/DEV%3A+Angeldust+Creator+Kit#1 I'd love to hear your feedback on it as you were waiting for it to start adding NPCs to your builds.
